About Highway 407, Highway 412 and Highway 418

The Provincially-owned Highway 407 including Highway 412 and Highway 418 are open to traffic.

The Highway 407 Project included the design and construction of Highway 407, Highway 412 and Highway 418 in 2 phases:

  • Phase 1: Brock Road to Harmony Road and Highway 412 opened to traffic on June 20, 2016.
  • Phase 2A: Harmony Road to Taunton Road opened to traffic on January 2, 2018.
  • Phase 2B: Taunton Road to Highway 35/115 and Highway 418 opened to traffic on December 9, 2019.

Although connected to the existing 407 ETR, Highways 407, 412 and 418 are separate entities owned and controlled by the Province of Ontario.

The Province retains revenues from collected tolls, sets the toll rates, and establishes customer service standards.

The Ontario Provincial Police provides enforcement on both highways in accordance with Ontario laws.

Highways 407, 412 and 418 will be maintained according to Ministry of Transportation’s current maintenance standards for both winter and summer.

407 ETR will provide tolling infrastructure and back office services on behalf of the Province.

Services include installation and maintenance of tolling infrastructure, toll collection services, back office billing services and customer service for an initial ten-year term with an option to extend.

The benefits of using the 407 ETR’s existing tolling system on Highways 407, 412 and 418 include:

  • Use of one transponder;
  • An integrated, invoicing/payment system, with trips on the Province’s tolled highways and the existing privately-operated Highway 407 ETR being itemized separately; and
  • The ability to provide a single point of contact for inquiries and customer service.

Toll Rates

The toll rate is based upon review, investigation and analyses of various factors to ensure a seamless experience for road users. These factors include:

Customer expectation of a reliable free-flowing highway; and

Revenue generating funds for government priorities.

Tolls will be adjusted annually using the Ontario Consumer Price Index (CPI) in accordance with the Highway 407 East Act, 2012.
